Guiding questions for panel discussion:

  • What are the coordination structures between central government and local government, and how do they work?
  • How is the central government going to disseminate NAP process into sub-national and local level? Are there any regulations or mechanisms for effective dissemination?
  • How does the government raise local people's awareness of climate change impacts and enhance private sector's engagement?


How to proceed:
After brief oral presentation from each panellist, panel discussion will be held for 50 minutes, followed by Q&A session for 15 minutes.

Session 1-4: Breakout group discussion on mainstreaming adaptation into development plans and ensuring national budget and international funding sources

Guiding questions for group discussion:

  • How are governments incorporating climate risk into development plans and budgets?
  • How and from whom are budgets for adaptation plans/projects collected (e.g. national budget, fund from international organizations and private finance)? What were some of the difficulties in budgeting?
  • How do the governments coordinate and manage national and international funding to advance NAP process?
  • How should the national adaptation policy and development plan be aligned with international agreements such as Paris agreement, SDGs and Sendai Framework?


How to proceed:
After explanation of guiding questions from a facilitator, ice-breakers will share their experiences and views for 5 minutes. Then, each group will discuss for 60 minutes, followed by report back session for 15 minutes.

Session 2-1: Panel discussion on data utilization and management in the implementation of adaptation actions

  • How do you utilize the data and knowledge in the implementation of adaptation actions, not only in the planning phase?
  • How do you gather data and information scattered among different sectors and regions? On the contrary, how do you disseminate scientific data and information into local level and various stakeholders?
  • What should be the role for the central and local government, private sector and academia to gather and utilize these data? Do you have any coordination mechanism among them?
  • What are the hurdles that need to be overcome to gather and/or utilize those data?

After brief oral presentation from each panellist, panel discussion will be held for 50 minutes, followed by Q&A session for 15 minutes.

  • Do you have any mechanism among different communities for sharing information and experiences obtained through certain projects?
  • What kinds of stakeholders should be involved with these projects to scale up the project? How do you allocate responsibilities to those stakeholders?
  • How do you balance the top-down and bottom-up (community-based) approach to link up adaptation projects to national development plans and/or NAP process?
  • How do you consider the regional characteristics including livelihood, culture and history in implementing adaptation activities practically (e.g. utilizing indigenous knowledge)?

  • How do you update plans and programs on adaptation periodically (e.g. organizing regular meetings, developing M&E guidelines etc.)? Who will be responsible for the updating process?
  • How do you grasp and monitor local adaptation-related activities all over the country? How do you link these local activities to a national adaptation plan?
  • What are the opportunities to incorporate adaptation M&E into national M&E systems (or PDCA cycle) that exist for development planning?
