Background

At the 21st Session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP21) in December 2015, the Paris Agreement, a historic climate deal, was adopted. This Agreement establishes the global goal of "enhancing adaptive capacity, strengthening resilience, and reducing vulnerability to climate change," encourages parties to strengthen adaptation efforts, and asks parties to report on their priorities, needs, plans and actions.

A variety of stakeholders in developing countries has greatly contributed to mainstreaming adaptation into national development strategies and plans in different ways (national adaptation planning (NAP) process) as well as implementing adaptation actions, which are compatible with sustainable development. Bilateral and multilateral donors have provided support to such process and implementation of actions in developing countries. There are a variety of experiences of, best practices of, and lessons learned from each process and action. However, they have not been shared well among relevant actors.

This is the reason why the Ministry of the Environment, Japan decided to develop case studies of the NAP processes and adaptation actions in different sectors which have been implemented in the Asia-Pacific region from the Fiscal year 2015. MOEJ developed a handbook, including case studies, lessons, based on studies, and the process of main donors' assistance as well as organize a workshop to share these case studies and others among stakeholders.

Objectives

The objective of this workshop is to share lessons on successful experiences from countries and exchange their views on:

• Coordination mechanisms among relevant stakeholders for expanding NAP process into local level
• How to align budgets to address climate risk through national adaptation planning and to ensure international funding sources
• How to roll out and scale up local adaptation activities
• How to utilize data and scientific knowledge for implementation and evaluation of adaptation projects
• How to conduct monitoring and evaluation (M&E) of adaptation plans, policies, programs and actions in each country to update and report periodically
