Development of the National Environment Outcomes Summary (NES) for Cambodia and Laos
The NES aimed to support the incorporation of key environment and climate change issues addressed in the Sustainable Development Goals (SDGs) as well as in the Rio+20 outcome areas into UNDAF and UNEP planning and programming processes, thereby strengthening national implementation of environment and climate change actions. The primary audience for the NES is UN Country Team (UNCT), Government and other national stakeholders involved in environment and climate change planning and consultations in the region.
RRC.AP prepared the NES under the supervision of UNEP Regional Office for Asia and Pacific (ROAP) with guidance from the country level Working Groups (WGs) on Climate Change and Environment and the UNCT
Activities
NES for Cambodia
RRCAP undertook a desk review of existing literature focusing on Rio +20 priority areas, including national assessments, national State of the Environment reports, major national legislation and policy documents, and identified eight areas for further analysis through the consultations with UN WGs on environment and UNCT. The eight selected areas are: green economy in the context of sustainable development and poverty eradication, sustainable consumption and production, chemicals and waste, water-energy-food security nexus, land degradation, oceans and seas, environment and health, and migration, urban informal settlements and disaster reduction. RRC.AP then carried out a profound analysis of the state and trends, national policy responses and key interventions for each area. RRC.AP finalised the NES based on the feedback on the draft NES collected from UNTC.

The RIO+20 National Environment Summary for Cambodia: An input into the UN Development Assistance Framework
The NES for Cambodia is a tool that comprises short summaries of the status of eight Rio+20 outcome areas related to environment and climate change, namely, green economy in the context of sustainable development and poverty eradication, sustainable consumption and production, chemicals and waste, water-energy-food security nexus, land degradation, oceans and seas, environment and health, and migration, urban informal settlements and disaster reduction. The NES provides a profound analysis of the existing information on environment and identify critical gaps in the existing national legislations, policies and programmes in response to selected Rio+20 areas and priority interventions that will strengthen implementation of the Rio+20 outcomes.
NES for Laos
RRCAP assessed and compiled existing information on the state and trends and national responses of four selected environmental related SDGs and their targets: access to energy, sustainable consumption and production, climate change, natural resources and biodiversity; and two additional areas, namely, air pollution and green economy in the context of Lao PDR. A DPSIR framework is used as a tool for the analysis. Then RRC.AP identified potential indicators, data availability and potential joint UN interventions for each SDG target, based on the latest available information.

An input into the Common Country Assessment and UN Development Assistant Framework
The NES for Laos comprises short summaries of the state and trends of the environment and national responses in response to four selected environmental related SDGs and their targets. The SDGs are:
- Goal 7: Ensure access to affordable, reliable, sustainable, and modern energy for all
- Goal 12: Ensure sustainable consumption and production (including mining and chemicals and waste)
- Goal 13: Take urgent action to combat climate change and its impact
- Goal 15: Protect, restore and promote sustainable use of terrestrial ecosystems, sustainably manage forests, combat desertification, and halt and reverse land degradation and halt biodiversity loss
In addition, the NES includes two additional sections on air pollution and green economy in the context of Lao PDR. The NES aims to identify potential indicators, national data availability, and policy relevant information and provide potential UN joint interventions for Lao PDR.
