A training course on "Managing Project Preparation for Climate Change
Adaptation", was conducted by Climate Change Asia (CCA) in collaboration
with USAID ADAPT and UNDP from 16 to 20 January, 2017 at the UNDP
office in Bangkok, Thailand. The training aimed to develop skills among
project proponents that are essential for engaging in or supervising the
preparation of a bankable climate change adaptation projects that
effectively address the most important adaptation needs while attending
to the goals and requirements of specific financiers. These skills
include: (i) prioritizing adaptation needs according to environmental
and socio-economic criteria; (ii) identifying financing sources and
their requirements; and (iii) understanding and complying with fiduciary
requirements of financiers (e.g. procurement, financial management,
economic and financial analysis, financial and operational
sustainability, risk assessment and risk management).
The outcome of the training was to provide basic tools
to help participants develop a "roadmap" for moving from project concept
to project design document. Some of these concepts could later be
developed into a full-fledged proposal to access suitable financing
sources, including those from both domestic and international options.
The target audience of the training were national level government
officials that are currently, or would potentially be developing
adaptation projects. About 30 people participated in the training
including 16 government officials from seven Southeast Asian countries,
such as, Cambodia, Indonesia, Laos, Myanmar, Philippines, Thailand, and
Vietnam.
